APL as a volume knob

One APL neuron per hemisphere inhibits all the Kenyon cells. In my activity dump it sits at a steady rate and the KC fraction sits around 5%. Turn it off and everything fires. A single point of failure that biology apparently accepted.

Single point of failure, but also a single point of control. Sparseness is cheaper to enforce from one place.
